The Autism Treatment Acceleration Act
The Autism Treatment Acceleration Act (ATAA) of 2009 is a comprehensive federal autism bill that includes autism insurance reform.  The ATAA contains a total of twelve sections, each putting forth a different program for autism.  A key feature of the bill is Section 12, which contains the provisions for federal reform of autism insurance coverage.  If passed, Section 12 will require all insurance companies across the country to provide coverage for evidence-based, medically-necessary autism treatments and therapies.

Please be a voice for children with autism and their families.  Contact your federal legislators today.  Currently, no Kansas legislators are co-sponsors of this bill.  


Federal versus State Insurance Mandates
Thirteen states have now enacted legislation that requires private health insurance to cover the diagnosis and treatment of autism.  State insurance mandates such as Kate's Law only apply to fully funded policies (about 35% of policyholders in Kansas) and not self-funded insurance plans which operate under federal law, i.e. ERISA.  


If enacted, the ATAA would apply to both fully funded and self-funded policies.  Federal mandates set the "floor" for what private health insurance must cover.  If a state mandate requires a higher level of coverage, insurers must comply with the higher standard.  If a state mandate has a lower level of coverage than a federal mandate, then insurers must cover the amount established by the federal legislation.

Historic Tobacco Legislation To Become Law

The House of Representatives gave final approval Friday, June 12, to historic legislation to protect children from the harms of tobacco.  The U.S. Senate passed the bill by an overwhelming, bipartisan vote of 79-17. The House of Representatives approved the Senate's version of the bill Friday, 307-97.


The Family Smoking Prevention and Tobacco Control Act now goes to the White House where President Obama will sign it into law. This bill will give the Food and Drug Administration (FDA) powerful authority to regulate tobacco products and marketing to children.
